1.9 TDI AVB Turbo Spooling

Hello, I have the following problem with my car: I have installed a PD130 turbo for information only, and I have the problem when I take off the gas and accelerate again, the turbo takes about 2 seconds to push, same when i change gears, how can I fix it?
