fuel map - what exactly the amount of fuel is?

Hi, typically in fuel maps are values in 'mg's of fuel. For instance Drivers Wish Map has input axes Pedal [in percentage], RPMs and the output is fuel [in mg]. I would like to know what exactly does it mean?

For instance the 6 cylinder engine, map at 100% pedal and 1400RPMs shows 250mg fuel. Does it mean 250mg fuel to one cylinder each intake stroke? It means in this case the engine needs per one minute 250*6*(1400/4) mg?

every intake stroke means two rotations (not four), so the fixed calculation is 250*6*(1400/2) mg
