Golf 4 AGR Tdi 90pk

Hello,

My brother has a golf 4 AGR tdi, it is tuned but has some trouble,

- at 4200 rpm it run bad, goes down in rpm and then goes up back to 4200 rpm
- it has a dip arround 3100 rpm

Is it possible to tune extra :
- popcorn limiter
- launch control

We will pay for this ! Please send us your price and possibilities.
