Im stock.. i dont find a working solution for it.

My wishes is to having the car working like following.
The car can not run over 33km/h at all!!
And best wishes if its possible to set speedlimit on 1st gear to 10km/h?
I should be verry happy, if someone can take a look on it, offcourse i pay money for it if thats a catch.
