Hello. On a cold start at between 20*-32* C, or 68*-89* F, my engine will start up and quickly go to 1300 RPMs. A second after it will drop to 700 RPMs, and a second after that stabilize at 1000 RPMs.

Does this mean that I need more fuel or less fuel during cranking?

this is becuse EGR is on wen your engine is cold.
