When does CALID and CVN change when tuning? Passing emissio

I'm working on a 2005 MK4 VW powered by a PD TDI engine code BEW. It's managed with an EDC16 (EDC16U1? unverified) ECU.

Here in California they do an OBD plug in and snap throttle smoke check as an emissions test.
During the plug in they validate the Calibration ID (CALID) and Calibration Verification Number (CVN) against a database of known factory programs. Apparently. this database starts in 2005. I've heard mixed reports about tuned 2004 cars passing, and most every tuned <2004 ALH car has not had any data to validate against.

I'm trying to figure out and ask...
What causes the CVN to change?
Can the change be controlled?
Can the CALID or CVN be set in the tune file somewhere? To something they can't validate.
Does CVN change if I...
    Just remove immo?
    If it changes here, I guess I'm screwed.
    Change the fueling tables?
    I want to run larger BHW or PD150 injectors. I would think the stock bew tune would run like crap and smoke on larger injectors. Too much work to pull cam and set timing/lash every two years.
    How about boost table?
    Kind of necessary. But happy to leave it stock for tests. What happens with fueling determines if I can run a Hybrid, VNT17, or VN15/KP39.
    Emissions change, like removing the egr? dynamic egr?
    For sure I'd think it would change here. I can leave all the emissions stuff factory!

Anyone with a convenient ECU work Bench want to help test? Lets talk..
