Still even if it's possible, it would take to much effort to get it work, because as far as I know there isn't any compatible software for that purpose.

For interface Elm327 var 1.4 You can re-flash PCM on Ford Focus mk2 with soft elmcfg v2.7b.

No, you can only change GEM configuration. No flashing or engine tuning whatsoever.

And ELM327 has to be rewired to connect to middle-speed CAN bus.

It is an electronic unit that ford named General Electronic Module a.k.a. GEM. Sometimes also named multifunction module. Something very similar Body Control Unit (a.k.a. BSI) at Peugeot/Citroen - a device that controls side indicators, wipers, interiror and exterior lighting, remote and central locking, power windows, etc etc etc - almost everything except engine management.
