ECU locked out

Hi chaps.
I have a Renault Clio 197 I received a file from my master tool and when loading it.
It ran to 30% and stopped.
The engine fan runs permanently and when I tried to re load it it tells me to turn the ignition on.
I the sent the error file to MPPS they said the reason for this is the ignition was turned off during the writing period.
I never turner it off it was always on.
I then bought a new ECU loaded OE software read the file and got a new one back from the master and the same thing happened.
Can these ECU be recovered and why is this happening?
