Very new to ecu tuning, was wondering if anyone can recommenced a good portable battery stabilizer?

It is primarily for jump starting but I think it provides a constant voltage anyway.

Can anyone recommend a good product or something similar?

I'm not so sure after reading some reviews of the product.

Unfortunately I live in an apartment and have no access to a mains power supply.

Would a good quality Jump Starter provide enough stable voltage and current?

I'm afraid my car will turn on fans etc and drop below 12.4 Volts.
