Yes this limiter is working only when car has gear Neutral, Parking( witch automatic gear box)

You should looking gear torque limiter 16x1 before 1st, 2nd etc gear limiter.
They are two maps 16x1, tray to found and change only one.

For 16c39 and similar you can use gear torque limiter.
torque limiter 3th gear -> for 3800rpm set 0Nm for example,

Gear TL RPM limit works even on neutral and wihout clutch pressed. you must change first gear ratios, that ECU think, that from 0-few kph is on 1st gear. from few kph go to second and others.
