Last night I removed the chip. As you advised I scraped off the lacquer off the pins.
I did a couple of test runs on some old toys from my kids. It seemed pretty easy.
The boards that I got off of the toys were not covered in lacquer and were really easy to work with.
On the ECU however the lacquer had gotten under the chip and was holding it tight to the board. I had to use a bit more heat and a bit more pressure to remove it.
Now I've cleaned the chip and am waiting for my TL866II to arrive. Once that gets here I'll post the results of my reading attempt.

Yes it's not easy to remove with all the lacquer, but it soon comes off, use a Lupe 5x~8x to look at all the pins to check you got all the lacquer off, any bits between the pins will cause problems.
Also once you remove all the lacquer use a bit of white spirit to clean the chip, it will remove any debris left

I am now looking into the second ECU. Since there is no big memory chip like the first one I did some research.
I found that:
"71028SR001" is supposed to be for IDLE throttle control
"71009tb" or "1032TCEA" is supposed to be the eprom with maps and such.
Do you know which one of those is the correct chip to try and read?

I finally got my TL866II and decided to read the chip.
Unfortunately when I tried to manhandle it into position I broke one of the pins   .
I tried several times to solder something to it but it's too small to do it correctly so I decided to do something else.
I got a small file and filed off the chip over the broken pin.

After that I bent some wire so that it would connect to the chip and to the reader.

I managed to read it that way.

I also ordered a few of those chips online so that I would have spares for next time  .
However when I open the file in WinOLS I get a strange warning that I've never seen so far.

I am attaching the file here if anybody needs it. I'll try a few more test ECUs and when I finally get to the real deal I'll also post here how it went and all the files/maps/chips that I have.

Best try "Verifying" the chip again, in case it missed some data
